Description

Health Education England (HEE - the Commissioner) is seeking NHS provider groups and local NHS system groups to partner with Global Health Partnerships Directorate on new global opportunities.

Organisations can join the Framework alone or as part of a Consortium and is open to NHS employing organisations which host NHS trainees. HEE recommends providers consider bids as systems or consortia which Include a range of examples, like Higher Education Institutes (HEIs) and social care. These might include Integrated Care Systems (ICS), Sustainability and Transformation Partnerships (STPs).

Key opportunities include:
• Funded international educational placements for NHS staff internationally
• Recruitment of international staff on a permanent or fixed-term basis
• Knowledge exchange and capability-building with international governments and health systems.

The submission of an expression of interest will indicate to the Authority your intention to bid for a partnership as part of the framework opportunity. Interested parties will need to ensure that the compliance requirements can be fulfilled to become part of the framework, which include having the agreements in place to host UK trainees by having a Learning Development Agreement in place.

The framework duration will be refreshed every 12 months to allow new NHS organisations to join.
• New partnerships will be offered to the organisations on the Framework for consideration in a secondary process, tailored to each partnership.
• To select an NHS organisation for each partnership, Frameworks will be invited to express interest in specific partnerships via a specific pro-forma,
• Expressions of interest will be assessed in collaboration with international partners to identify the required NHS partner(s).
• Some partnerships will have additional quality assurance processes for all partners, including Managed Education Partnerships. For these NHS systems and providers will need to confirm they meet additional quality criteria and/or accept specific conditions e.g not extending contracts to support return elements of time-limited programmes.

Admittance onto the Framework does not guarantee participation in a partnership and will not compromise the providers position on the framework. This is a great opportunity to create, grow and enhance the framework for Global Health Partnership for the future.

The deadline for submission for Expression of Interest will be the 10th September 2021 at 12 noon.

The Contracting Authority requests that all communications are channelled through the e-portal system and not with the Contracting Authority itself other than as expressly permitted within this ITT.
