Description
Cornwall Council (the Authority) seeks a suitably experienced and accredited Services Provider to provide a comprehensive range of waste and recycling collection, street and public open space cleansing services across the whole of the County of Cornwall. The contract will cover the collection of dry recyclable, residual and biologically degradable waste from households and commercial properties, and the cleansing of streets and public open spaces, including beaches, as well as the service provision for the likes of Office Waste, Bulky Waste, Clinical Waste and other associated services. The Authority seeks to contract with a Services Provider that can actively manage materials used and discarded in Cornwall in a sustainable manner to improve the value of these services in Cornwall to all customers, and the cleanliness of the County. The Authority will require the successful Services Provider to implement a range of Social Value based initiatives to realize Socio-economic benefits. The current outsourced contract for 'Waste and Recycling Collection, Street and Beach Cleansing Services' will terminate on 31st March 2020, with the new contract anticipated to commence on 1st April 2020. It is envisaged this contract will have an initial term of eight (8) years with provision to extend by a further two (2) years, with the estimated term value of the Contract being approximately 20 000 000 GBP per annum. The overall procurement process to be adopted will be the Competitive Dialogue process, consisting of an initial Pre-Qualification (PQQ) Stage (PQQ) stage to select Tenderers for ISDS (invitation to submit detailed solutions), followed by provisional ISRS (invitation to submit a refined solution) and ISFT (invitation to submit a final tender) stages, with no ISOS (invitation to submit outline solutions) stage. There will be down-selection at the PQQ stage and the ISDS stages and possibly at the provisional ISRS stage. The Services Provider will be selected from the ISFT stage. All ISDS, provisional ISRS and ISFT submissions will be evaluated and scores and constructive feedback will be provided to Tenderers at each stage. Dialogue will precede the provisional ISRS and ISFT stages. Of particular note, for waste collection, at the ISDS stage, the Authority requires the submission of detailed solutions for both of the following service provisions : 1. Mandatory solution: Weekly recycling and food waste collections with fortnightly residual waste collections (the Welsh waste collection model); or 2. Mandatory Variant solution: Weekly residual waste collections and fortnightly recycling collections (retaining the existing collection service). The Authority will evaluate both and anticipates making a decision during December, 2018, on its preferred solution to dialogue, based on affordability. In the event that the Authority choses the Mandatory solution then the Authority will require the new services to be provided within the first 15 months of the Contract i.e. by no later than the end of June 2021. Interested Services Providers may proceed directly via https://www.supplyingthesouthwest.org.uk (Due North), Project reference DN316610, to commence completion of the electronic Pre-Qualification Questionnaire (PQQ) with the return date and time, for that initial stage of the overall procurement process, being Friday, 3rd August, 2018 at 15:00 hours GMT. However, in order to acquire electronically, all of the corresponding supporting information related to this Contract opportunity, to assist you in helping to determine your intention to submit detailed tendered solutions, assuming your PQQ return is satisfactory and within the top 5 scored responses, please complete and return BOTH of the documents attached within Due North, i.e., the Confidentiality Agreement and the OS Contractor License Agreement, via the Due North messaging system ONLY. On doing so satisfactorily, Services Providers will then be issued with a letter containing instructions and a password to enable them to access and download all of the supporting information available. The Authority would like to make Services Providers aware of a Provider Information Event, on Thursday September 20th, 2018. Related to that is a question within the PQQ, designed to assist the Authority with the planning of this event, for which invitations will be issued at a later date, but only to those Organisations short listed, following the PQQ evaluation exercise during August 2018.
