Description

Cheshire East Council is committed to providing services that help people to live well and for longer. By helping people to improve the warmth and comfort of their home, and be able to afford to heat their home, the Council can help residents to improve their health and wellbeing which in turn reduces the demand on health and social care.
The Council has successfully delivered affordable warmth support for residents living in private sector housing for a number of years. We intend to continue to maximise funding opportunities on behalf of residents, so want to appoint a Contractor who will deliver high quality heating and insulation works and maximise Energy Company Obligation (ECO) funding and other grant opportunities on behalf of local residents. It is important that the Service Provider is able to provide the best possible offer for local residents and is able to respond to new products entering the market.
We need a Contractor with the right technical skills and experience to deliver high quality installations, is affordable, and is trustworthy so they can work in vulnerable residents' homes. The Contractor must be very customer focused, flexible and accommodating of the needs of vulnerable people when working in their homes.
The Council is working in partnership with Cheshire West & Chester Borough Council and Warrington Borough Council to deliver a Warm Homes Fund project to install first time central heating connected to mains gas across the three local authority areas. As part of this contract, the Contractor will be responsible for lead generation, assessing eligibility of potential applicants, securing gas connections, and installations, including any opportunities for insulation. Delivery of this part of the contract runs until 31st December 2020, when all installations must have been completed.
