***THIS PIN NOTICE IS TO NOTIFY SUPPLIERS OF A POTENTIAL UPCOMING REQUIREMENT THAT WILL BE ADVERTISED THROUGH THE CCS RM6126 RESEARCH & INSIGHTS DPS *** ***This is NOT a call for competition***

The route to market for this tender will be via CCS RM6126 Research & Insights DPS (www.crowncommercial.gov.uk/agreements/RM6126) and to bid for this work the lead contractor will need to be registered on the CCS RM6126 Research & Insights DPS prior to the requirement being launched.

The requirement is expected to be launched week commencing Monday 14th March 2022, therefore, we advise contractors who are interested in bidding for this work to register on to the CCS RM6126 Research & Insights DPS as soon as possible to ensure registration is completed before the tender is launched. Noting that CCS have confirmed that this can take circa 15 days from registration.

Research Summary

The Department for Business, Energy & Industrial Strategy (BEIS) wish to commission a 3 year call off contract to support the development and delivery of Monitoring and Evaluation projects across BEIS.

The Department for Business, Energy & Industrial Strategy (BEIS) are looking to host a supplier engagement event ahead of launching the tender to ensure that the brief is clear and deliverable. The date for this engagement day is Tuesday 1st March 2022 at 2-3pm. As well as providing early insight into the content of this tender, BEIS would also welcome feedback to support finalisation of the specification.

The contract will appoint a supplier to provide a range of quick-turnaround monitoring and evaluation support functions.
The scope of the work under this contract includes:
-M&E scoping and design studies for new policies.
-Baseline data collection, piloting and trialling of data collection methods
-Ad-hoc evidence collection, analysis or reviews.
-Evidence reviews and synthesis to support post-implementation reviews or similar
-Feasibility studies and testing of new monitoring and evaluation methods.
-Scoping, design and setup of 'real time' monitoring methods.

BEIS will continue to commission stand-alone research, monitoring and evaluation projects outside of this call-off contract. In particular, this call-off contract is not intended to be used for large scale policy evaluations or research projects. Individual competitive tenders are still BEIS's preferred route to procurement of these large projects .
