Description

Highways England is a Government company charged with operating, maintaining and improving England's motorways and major A roads, including modernising and maintaining the highways in England.

Highways England is developing a procurement strategy to provide the supply, installation, support and warranty of Environmental Sensor Stations (ESS), more commonly known as weather stations, throughout England.

The procurement will enable the delivery of new requirements, and the upgrade and renewal of existing ESS equipment to meet current technical requirements. This will include supporting the development of designs produced by others for existing and new sites to ensure new installations meet current technical, safety and future maintenance requirements.

The contract requirements may include the supply of cabinets, poles and associated infrastructure to meet the design requirements of specific sites. The installation and commissioning of replacement and new ESS will be to an agreed testing protocol.

Decommissioning, and where feasible the recycling of components, of existing sites will be to industry standards.

Delivery of an agreed ESS training programme to Highways England areas and regional Maintenance and Response (M&R) Technology Contractors will be included to enable first-line maintenance of the ESS estate. These include area maintainers and design suppliers that are already in place via other contracts.

This PIN welcomes input from suppliers regarding their capability to supply against the specifications relevant on TSS Plans Registry, and expression of interest for the service requirement. Highways England are developing the procurement strategy to publish Q3 or Q4 of this financial year. Details of how to engage with the process will be published with any follow-up Contract Notice.
