Description

A contract with an experienced security services that can provide security personnel that are well-trained. The provider must be certified in security procedures, first aid, conflict resolution, emergency response experience, proficient in English and the local language (Kazakh or Russian) for 1 site (the residence). The scope of the services include:
1. Experience guarding diplomatic or high-security buildings/compounds.
2. 24/7 security coverage, including day and night shifts, weekends, and holidays.
3. Regular and random patrols around the residence premises and its perimeter to ensure thorough surveillance.
4. Strict management of entry and exit points, including visitor identification and vehicle checks.
5. Providing security at the main reception area at the entrance, including visitor registration and screening.
6. Experience in managing various emergencies such as medical incidents, fires, and security threats.
7. Provide strong and robust procedures for quick and effective response to alarms or security breaches and assist with evacuation procedures in case of emergencies.
8. Operation and monitoring of CCTV and other surveillance systems to maintain constant vigilance of the premises.
9. Management and monitoring of alarm systems, including responding to alarms.
10. Reliable and secure communication systems for guards to maintain contact with each other.
11. The security company and its personnel must possess all necessary local and international licenses including ICoCA certifications. The company should adhere to all the labour laws and international security standards.
12. Provide retailed and timely reporting of any incidents or suspicious activities during weekly meetings or upon request by the Post Security Manager.
13. Maintenance of daily logs or roster and reports on security activities.
14. Provide regular performance reviews and audits to ensure the quality of service, appropriate uniforms and security equipment are provided to guards.
15. Provide patrols or emergency response upon request.
16. Conduct regular maintenance and checks of all security equipment and systems.
17. Services must be provided without compromising quality and service levels and there should be a system for penalties for non-compliance in KPIs.
18. Designation of a liaison officer or contact person with Post Security Manager for regular communication and coordination with the Authority's staff.
19. Only one guard removed upon agreement between both parties during the contract lifetime and subjected to the contractual terms.
20. A communications system in place for receiving and addressing feedback from the embassy regarding security services.
21. Scheduled meetings between the security provider and the Post Security Manager to review service performance and address any issues.
22. Other ad hoc services.
