Description

Expressions of Interest are requested to tender for a Design and Build contract in order to provide the National Urban Training Facility on Salisbury Plain Training Area with an Audio and Visual Closed Circuit Television capability and incorporated After Action Review (AAR) system.
All systems will need to operate independently and collectively and must link to a centralised hub to create an integrated AAR system Effects & Control Centre.
The CCTV must be able to operate in day and low light conditions using Infra-Red (IR) illumination, provide data to the AAR Effects and Control Centre and to the site security office. The CCTV cameras must be independently controllable and linked to support the audio, lighting system.
The audio system must provide different levels and types of typical urban 'pattern of life' and specific operational noises. The audio effects must be controllable and able to be directed to specific areas as needed in order to allow sound effects to be realistic and replicate a conflict environment. The audio system must be linked to and controllable by the AAR system Effects & Control Centre.
Lighting will have brightness control with IR capability and downward facing illuminates to reduce impact to CCTV views and site ecology. The lighting system must be linked to and controllable by the AAR system Effects & Control Centre and the site security office.
AAR will be provided in four main briefing facilities and will consist of large video walls, interactive with the CCTV across the site. A further five zoned AAR facilities will be provided for up to a platoon size group. The AAR system Effects & Control Centre will control all lighting and audio and will manage editing facilities. AAR must be able to be conducted in situ with handheld devices or centrally at the AAR briefing facilities.
The whole system must be secure, controlled wirelessly and be fitted for (not enabled) a connectivity capability to enable linked synthetic training with other urban training facilities and third party technology.
3D modelling of the system from concept stage to final design must be included and must be made available for design stage reviews with the client.
All necessary undertakings to meet planning and consent requirements of local authority and other statutory bodies must be included as part of the deliverables in the Design and Build offer.
The project is to be completed by March 2023 and the estimated total value is £4.7m.
