Direct Debit's can be set up online using the Electronic Vehicle Licensing (EVL) service or at a Post Office.
Over 1 million mandates are created per month, this is split between new and renewed mandates
On average, Direct Debit payments total between £190m - £205m a month
The contract value will be approx. £5million per annum
It is envisaged that the service will include the following key components:

Adherence to BACS scheme rules

Room to scale and add more features
A service desk & escalation process for incidents

The Direct Debit supplier should be able to:

Successfully set up & automatically renew Direct Debit mandates
Reconcile payments on behalf of DVLA
Offer a portal for staff use & customer enquiries
Provide a user-friendly dashboard to monitor statistics and financial information and produce reporting where necessary.
The ability to block certain customers & manage the appropriate database

All routes to market are being considered and we are looking for Suppliers to tell us about their offerings and innovation.
