Description

The Council is planning to tender a Disabled Facilities Grant (DFG) funded Framework for Domestic Property Disability Adaptations Works; the supply and installation of level access showers and shower over baths for vulnerable people of all ages. Work will be allocated, and invoices paid by the Council. The works will be required in occupied properties, of all tenure and located across any/all of the wards within the borough of Oldham. The range and nature of the work may include but is not limited to; supply and installation, preparatory and completion work; flooring, joinery, plasterwork, wall and ceiling finishes, pipework, electrics, sanitary ware, brickwork/blockwork, doors and casings, partition walls, radiators, vents, grab rails, shower seats and curtains, commissioning asbestos surveys to inform the works if necessary.

We will require, and so would like to engage early with; contractors which have experience of carrying out work of this nature in similar circumstances. The Council is therefore requesting that any contractors/organisations interested in this opportunity provides feedback by responding to a questionnaire now available on our e-tendering system The Chest by no later than Friday 11th February at 12.00 noon. Further details about the requirements and framework are given in the market engagement/questionnaire document, and we would value considered responses/opinions which may be used to further shape or amend our approach/strategy/how we proceed.

The value of the Framework for the four year term, whilst this cannot be guaranteed, is estimated to be in the region of £2.26m excluding VAT. The Council is minded to appoint six contractors to the Framework (based on the forecast frequency and quantity of works requirements) with work to be awarded on a rotation basis. Contractors would not be ranked, nor would they be required to further compete for work in mini-competitions once appointed to the Framework. The Framework would not be 'lotted' and all appointed contractors must have equal capability to complete the works and be able to operate across the whole of the borough.

The intended start date of the Framework is 1st December 2022. The Framework will be for a period of two years with two further 12 month options to extend (maximum four year term). The Council has not yet finalised its procurement timetable but initially plans to issue the tender for the Framework in March/April 2022.

Participation in this early market engagement exercise is not a mandatory pre-requisite for bidding for the tender when released. Participants who respond to the market engagement request are still responsible for independently observing the release of the tender documents in due course.
