Description

Project Situation
Portsmouth Naval Base operates a Combined Heat and Power (CHP) plant, which is used to provide electrical power generation and that also provides a heat source to site steam boilers.
The CHP plant consists of three, 4.5 MVA Generators and associated supporting mechanical/electrical plant that are located in three separate 'cells' with external control cabinets providing user controls and the facility to remote connect for the purposes of control, monitoring and diagnostics. Each generator is powered by a 16 cylinder MWM engine that operates from the sites' natural gas supply. These generators are electrically connected to the site distribution via an 11kV switchboard and demand is monitored and controlled by a power management system. A large scale battery storage (LSBS) is also provided to enable a 'black start' capability. The engines also recover exhaust heat to two steam boilers (connected to the site steam network) and in the future will also recover jacket water heat to a Medium Temperature Hot Water system (MTHW).
The scope of the maintenance contract shall cover the electrical and mechanical servicing of the engines, generators and associated support plant (including but not limited to mechanical ventilation, cooling, fuel, exhaust and lubrication systems, controls, fire alarms, fixtures and fittings associated with each engine cell) Steam boilers, HV/LV gas distribution (upstream of the main isolation for each engine cell), PMS and LSBS are not included in the scope of this maintenance contract and are tendered separately
Project Location:
The Tenderer should be aware that the works detailed in this package are constrained due to the nature of the location they are to be conducted in.
The building is located within a MoD site (HM Naval Base Portsmouth) and as such contractors shall be expected to adhere by the HMNB site security requirements. All Contractors and Sub-Contractors are required to be security vetted (BPSS minimum) and will be required to hold the relevant site security passes. It will be the responsibility of the contractor to arrange and fund clearance applications for all persons required to attend site.
Brief description of requirements
The client requires a fixed cost for providing electrical and mechanical servicing & maintenance (including call out and remote monitoring capabilities) for the three engines, generators and supporting plant, in accordance with the manufacturers recommended maintenance plans. This shall include minor servicing for the contract term.
Major servicing is to be priced separately and will be 'called off' when the engine reaches the appropriate hours run as per the manufacturers recommended maintenance plan.
