Description
Chichester District Council (CDC) has appointed a lead contractor for the decarbonisation of Westgate leisure centre, as part of a Direct award call-off from Portsmouth City Council's 'Combined Heat & Power Engine - Multi Contractor Framework Agreement'. Chichester District Council received a £1.35m grant from the Public Sector Decarbonisation Scheme for the installation of decarbonisation technologies at Westgate Leisure Centre, Chichester. The leisure centre includes a swimming pool, fitness gym, exercise studios, 6 court sports hall, health suite and café. It has a total useful floor area of 6,400 sq. m. It was constructed in the 1980s and the health suite was added in 1999. The centre is run by tenant Everyone Active.
Chichester District Council is implementing a number of renewable energy technologies and energy efficiency measures to decarbonise and reduce the site's reliance on fossil fuels. These technologies and measures include: rooftop solar PV, rooftop solar thermal, air source heat pump (ASHP), CHP (Combined Heat & Power) unit optimisation, energy monitoring equipment and software, and an administrative request to the Distribution Network Operator.
The proposed system will deliver:
1. The annual financial savings of the project from energy savings must be 120% or greater than the total annual O&M costs
2. The measures used to reduce these emissions in aggregate do not exceed a cost of £500 / tCO2e LT saved.
3. The project must be delivered on budget (as proposed by the supplier)
4. Any defects must be addressed within 6 months of practical completion
