Southend-on-Sea City Council (the Council) are seeking electronic tender responses as part of a competitive procurement process to appoint a Contractor to provision the Council's Stray Dog Service (the Service). The Service will include, but will not be limited to, the collection of stray dogs from within Council areas, providing of kennelling, reuniting dogs with their owners, collection of fees from reclaiming owners (on behalf of the Council) and the rehoming of dogs.

Other requirements and detail relating to the Service such as reporting, legislative compliance, record keeping, the provisioning of veterinary treatment, Social Value and contract management are covered as part of the Tender Documents.

The decision to withdraw this procurement process is based on:

• the difference between the figure confirmed in the Council's own administration relating to the future cost of running the Service and the higher projected future cost of the service determined as part of the procurement process; and
• the increased level of rigour required to be undertaken as part of any procurement process with the value of the Service's projected future cost
