Description

Standards and Learning Effectiveness Service (SLES)

Local authorities have three key statutory roles in relation to education in their local area:

1. Promoting educational excellence for all.
2. Fair access to services.
3. Supporting vulnerable children and young people.

In East Sussex County Council accountability for the following lies with the Standards and Learning Effectiveness Service (SLES).

o Knowing our schools and our children
The local authority uses a range of evidence to form a view on how well our children are being served by East Sussex schools, whether they are maintained, academies or free schools. Data collection and analysis are important elements of this, as is professional dialogue with school leaders and governors.
o Challenge and intervention
The local authority provides challenge and intervention to maintained schools where performance is judged to be high or moderate risk, in line with the national schools causing concern guidance and the East Sussex school improvement procedures. If the local authority becomes aware of concerns about an academy, it will raise these with academy leaders, sponsors, trusts and the Regional Schools Commissioner. If necessary, it will challenge those with accountability for outcomes in academies about their plans for improvement.
o Improvement and support
The local authority works with partners including the EIP Executive Committee and the local Regional Schools Commissioner to identify priorities for improvement based on analysis of trend data and comparison to national data sets. Support is commissioned and brokered from high quality providers and directed where it is most needed.

SLES works closely with other services across the Council and in delivering our duties we also work closely with schools, colleges, settings and other key stakeholders.

From 1 October 2018, East Sussex County Council is commissioning a range of services through a dynamic purchasing system (DPS).

This opportunity is for all providers to apply to join the DPS for the term of four years from 1 September 2018.

The services have been divided into three Lots as detailed below. Providers may apply for any or all of the Lots.

Lot 1: Delivering improvements in schools, colleges and settings through pedagogy, leadership and management at all levels.

Lot 2: Delivering improvements in provision and promoting participation in education.

Lot 3: Developing school improvement services in East Sussex.

Opportunity Areas
The Department for Education intends that opportunity areas will see local partnerships formed with early years providers, schools, colleges, universities, businesses, charities and local authorities to ensure all children and young people have the opportunity to reach their full potential.
