Description
HSE has a requirement to conduct the testing of both known and unknown explosives and their associated parts.
3.2 HSE's Science & Research Centre is looking to procure and install LEV at its new Detonator Test Building, used to test civil use explosives, primarily detonators. The building is a standard Hi-Cube ISO container. LEV will be required to remove gases of combustion (almost exclusively carbon dioxide, carbon monoxide and in some cases nitrogen).
3.3 The LEV will be used as a safeguarding / mitigation measure post-test so can be quite flexible with respect to air change rate(s) - as long as the value(s) are known (minimum wait periods post-test will be based on the air change rate value(s)). For reference, typical wait periods for similar facilities on the Buxton site are 15 to 20 minutes.
3.4 Overview of basic requirements:
• LEV arrangement as shown in attached drawing (No. (1-) S210). Only needed within the detonator test chamber and middle multi-purpose room.
• Simple on/off LEV that is able to be switched / directed between the 2 rooms.
• Internal duct work to be suitable for anti-static conditions and/or conductive conditions.
• Visual means of determining whether the LEV is operating - either a magnehelic gauge or combination of gauge and lights.
• The submission should include the build, supply and installation of the LEV at our Buxton site.
• Installation should also include system commissioning to ensure all is working correctly and within design parameters.
• Operation and Maintenance information must be provided for HSE SD staff at handover.
