Description

The National Citizen Service Trust ('the Trust') is a not-for-profit social enterprise established to shape, support, champion and lead a thriving National Citizen Service.
The Trust is implementing a new service model across 9 regions, running a number of procurements to replace the current supplier contracts.
This procurement is seeking multiple Delivery Partners to deliver the NCS programme in three regions (London, South West, North East), who have the capability to deliver at a minimum number of 117 Programme places.

Key responsibilities include:
- Plan NCS Programme activities and logistics for all phases
- Recruitment and training of a seasonal delivery workforce - NCS programme delivery
- Manage safeguarding, health and safety and incidents
- Optional end-to-end delivery and recruitment

The Contract Term is up to 78 months and includes 3 Programme delivery years with 2 optional one year extensions. Contracts are anticipated to commence in July 2019, with the first delivery period in Summer 2020.

The contracts to be awarded by the Trust under this procurement exercise will be subject to the 'light touch regime' pursuant to Regulations 74 to 76 of the Public Contracts Regulations 2015 (the 'PCR 2015') and as a result the PCR 2015 apply as limited to those provisions.

The estimated contract value for all Lots is anticipated to be between £48M and £299M for all Lots and includes the two optional extension years. These estimated values are not guaranteed expenditure and the Trust considers that the actual costs of the Contract may be less than the maximum value set out here.
