Description

1.STANDARD OPERATING PROCEDURES/TOOLKIT: Develop a standard health, safety and security manual for observers (based on standard operating procedures and recommended minimum training standards), and a DIY risk assessment tool for all long or short term election observation missions for lower-risk environments.
We anticipate this would be a fixed fee, one-off assignment.

2.STRATEGIC ADVICE AND RISK ASSESSMENT: Deliver security consultancy and advice to WFD in advance of a proposed election observation mission, including a location-specific comprehensive risk assessment and security plan for a mission to a higher risk environment, upon request, for the purposes of proposals/bids or approved mission planning.
We anticipate this could be structured as a retainer or a daily fee rate or quote per assignment, to be drawn down under the framework as required.

3.MISSION-SPECIFIC ADVICE AND ASSISTANCE: Provision of a bespoke verbal pre-departure briefing; on-the-ground safety, security and logistical support as required (including local security awareness training, supply of close protection, guard services, etc. and COVID-19 related assistance, either directly or via a local partner); remote threat monitoring and 24/7 advice and assistance; and crisis support (in conjunction with WFD's insurance-related response consultants and/or the FCDO, as appropriate) for missions to high-risk environments.
We anticipate this would be quoted per assignment, to be drawn down under the framework as required.

In general, the bid should include the following:

-Confirmation of compliance with Conditions of Tendering
Organisational profile:
• Company profile, including brief history and financial overview
• Case studies/credentials demonstrating relevant experience and skills profile
• Names and brief biographies of key staff
• Registered to a relevant and existing HMG framework agreement
WFD is particularly keen to receive bids from organisations which are - or are working towards becoming - living wage employers and that have a broadly representative and balanced Board from gender and ethnicity perspectives.
Proposed solution:
• Clear explanation as to the proposed approach to meeting the specification set out in this ITT.
• Indicative service level agreement to facilitate the delivery of each service line, including timelines, assumptions and dependencies, resourcing and risks.
Financial proposal:
• Full breakdown costings for the proposed solution for each service line
• Separate accounting of VAT and/or any other applicable tax, duty, or charge.
• Any discount applied in view of WFD's not-for-profit status.

• Bid should include two references relating to similar goods/services provided in the last 3 years.
