Description
The Tamar Bridge and Torpoint Ferry (TB&TF) is a self-financing statutory undertaking, jointly owned by Cornwall Council and Plymouth City Council. TB&TF has a duty to provide safe, efficient and reliable crossings and this service is intended to help ensure that TB&TF employees are able to perform their duties without impairment from drugs or alcohol.
The practice of random and for cause drugs and alcohol screening was first introduced in 2006. The existing service provision has been provided by a specialist company in this field of activity since then.
TB&TF currently wishes to formally open up this service requirement to market competition with a view to seeking both a competitive and consistently high quality service provision. The service provider will provide all pre-employment, random, for cause and post incident drugs and alcohol screening for the duration of the contract which is intended to be for initial 2 year period, with an option to extend for a further 12 month period, subject to satisfactory performance and mutual agreement by both parties to such an extension. There are currently 102 employees at TB&TF, 90 of whom are employed in safety critical roles and these are the employees who are subject to pre-employment and random drugs and alcohol screening. The roles which are safety critical are identified in TB&TF's Drug and Alcohol Misuse Policy and Procedure (copy included within the specification section).
