Description

This Contract is for the supply of a Common Aviation Situational Awareness (CASA) Tool, for use on multiple rotary wing platform types (Apache, Chinook, Merlin, Wildcat, and Dauphin). CASA is envisaged to be a tablet based digital moving map with a wire/obstruction alerting system. The working assumption is that the proposed system uses third party software to be provided as part of the Contracted solution. This will enable a visual representation of the topography inclusive of obstacles which pose a threat to the platform in real-time. To be provided in addition, the solution will be required to host various applications such as ACANS, Sky demon, ADS-B In and pFLARM. CASA will have connectivity using GPS, 3G/4G cellular and Wi - Fi allowing real time updates of NOTAMS, weather and EFB (Electronic Flight Bag) functions, as a minimum.

CASA will be an Aircrew Portable Electronic device, therefore independent of the airframe and integrated systems.

CASA will be required to adhere to multiple regulations and standards including, but not exclusively: RA2360, Mil-Std-810G / Def Stan 00-35, Mil-Std-461 / Def Stan 59-411, JSP 440 and JSP 822. Specific regulation and standard requirements will be provided as part of the ITT.

As part of the CASA system a number of base stations will be required in order to facilitate the aircrew and Operations staff in the ground preparation of missions, through the ability to upload mission pack, including route information, maps, relevant notifications, images and all other mission relevant information.

CASA will form part of the Post Mission debrief process, allowing information obtained in flight to be downloaded, stored, and reviewed. CASA will enable crews to take images and send to the relevant SMEs for further assistance.

The Prime will lead security accreditation, at OFFICIAL SENSITIVE, acceptance and support the safety and environmental case undertaking appropriate design reviews and certification, TLS to include provision for spares, support, and for both operator and maintainer training packages, inclusion of clear documentation in the form of user manuals and quick reference cards.

The CHC/651 Common Aviation Situational Awareness (CASA) requirement has been assessed and the security classification is confirmed as OFFICIAL SENSITIVE

CASA is intended to have an operational 5-year technological life cycle.

Noting IOC and FOC will be defined in the ITT target Initial Operation Capability is 31 Mar 24 and FOC 31 Mar 25.
