Description

Solihull Community Housing (SCH) is an Arms Length Management Organisation (ALMO) that was established in April 2004 to takeover the management of housing services on behalf of Solihull Metropolitan Borough Council (SMBC).

SCH's responsibilities include the management and maintenance of the Councils' housing stock which consists of approximately 10,748 properties. This portfolio includes houses, maisonettes, high rise and low rise flats, sheltered accommodation and community centres.

SCH also has a commercial arm called SCH Better Places, which delivers works and services for other businesses, authorities and private individuals. SCH Better Places occasionally engages SCH appointed contractors for completion of works and the successful Contractor may be required to deliver works within the terms and conditions of his contract with SCH.

The works to be issued under this contract will be in respect of:

? Responsive and programmed cleaning of all communal areas of low-rise and high-rise flats including lifts and stairwells
? Cleaning of internal and external windows and doors
? Specialist cleaning including removal of biohazards
? Unblocking of waste chutes
? Removal and disposal of waste
? Cleaning to flood or fire damaged properties

The works are mainly programmed but may include some responsive adhoc services; therefore no guarantee of volume, value, duration or continuity of works can be given and no subsequent claims for loss of profit or earnings will be entertained.

The contract value is estimated at ?800,000 - ?1,000,000 per annum. Contract values and any Contract information are given in good faith and should not therefore be used as the basis of any calculation.

The Contract is due to commence on 5 October 2020 for a period of 3 years with an option to extend for a further two 12 month periods subject to satisfactory performance and mutual agreement.

It is the Employer's intention to appoint one Contractor under this Lot.


TUPE

Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will apply in respect of the contract(s). TUPE information will be issued to all contractors at the ITT stage.

Social Value

Under the Public Services (Social Value) Act 2012, SCH must consider how the service that it is procuring might improve the economic, social and environmental well-being of Solihull and how the procurement process itself might contribute to delivering these improvements.

SCH is keen to ensure that the economy and social well-being is improved throughout the borough through increased opportunities for employment with the successful Contractor.

Accordingly, SCH has recognised an opportunity to improve economic and social wellbeing of the borough under this Contract through the delivery of education about environmental behaviours.
