Description

The Royal Borough of Kingston upon Thames (The Council) invites organisations with relevant experience of providing Specialist Advocacy Services to submit bids for the above contract on behalf of Adult Social Care.

The requirement is for four types of advocacy:

1. Mental Capacity Advocacy under the Mental Capacity Act 2005 ('MCA 2005', including Deprivation of Liberty Regulations 2007 'DoLS2007') (in-borough and out of borough provision);
2. Care Act 2014 (in-borough and out of borough provision);
3. LD & MH Advocacy (in-borough provision only);
4. Appropriate Adult Advocacy (in-borough provision only).

All four types of advocacy are being tendered for as a single contract.
The anticipated contract commencement will be 1st April 2019 and will be for a period of three (3) years, with an optional extension of up to two (2) years (1 year + 1 year), to be exercised at the Council's discretion.
The tender process selected for this contract is an open procedure in accordance with the Public Contracts Regulations 2015 (PCR 2015), meaning that suppliers will submit responses to Suitability Criteria to assess their competence and capability to deliver the contract at the same time as submitting Tender documents to determine how they will deliver the contract.
