Description

NICE is seeking to procure a Link Resolver and Knowledge Base Service that resolves the links between the Users' search query and the relevant full text journal articles that sit in a Knowledge Base. The Knowledge Base is an up-to-date and accurate repository of all the Content available to an organisation. NICE requires the provision of a Link Resolver and Knowledge Base Service that allow HDAS (and potentially other systems) to pass Citations and a User's Organisational Identifier and receive links that resolve to Content they are eligible to access. The Service will provide a seamless journey for Users typically from searches undertaken against structured bibliographic databases (also referred to as abstracting and indexing databases) and to the Content they are eligible to access. Content is made available through the NICE Evidence Services, in particular the Health Database Advanced Search (HDAS) facility, a federated search service for the NHS. HDAS allows Users to simultaneously search multiple bibliographic databases from a single search interface, and provides links in the search results to Content to which the User has access. Users are required to sign-in to the HDAS service and the Unique Identifier for the Organisation of which they are a member is used to determine the Content and Holdings to which they have access.
