Description
Public Health England (PHE), also referred to as the 'Authority', is looking to appoint a contractor to undertake the works as stated below at CRCE Chilton, Didcot, Oxon, OX11 0RQ.
The site currently has a PV installation on the roof of B Block, with an Orsis monitoring portal, for which a Health & Safety File is available for inspection on site.
The core scope is to provide a final validated design solution, procure, construct and commission a roof mounted solar photovoltaic installation, efficiently utilising the roof area of Block G of the Chilton site which is 4-storey.
The contractor shall ensure the adequacy of the proposed PV system installation on the roof of Block G.
The PV installation is to be connected to the sites existing electrical system via the local Low Voltage distribution network. A connection is available within the adjacent Block A Roof Plant Room.
Attached at Appendix E are details of an approved proposal supplied by a contractor who was unable to carry out the installation.
It is expected that this proposal will form the basis of any installation undertaken, following a suitable review and validation by the successful contractor.
The system should be a maximum of 26kWp in accordance with the DNO approval included at Appendix F. With appropriately sized inverters (or centralised inverter) and transformer to provide optimum efficiency and return on investment.
The proposal must perform and be at least as efficient as the design supplied. Any reduction will not be accepted.
The works must be completed at the very latest by the end of January 2020, although it is noted that this will be subject to DNO Approval.
Attached at Appendix F are details of a DNO approval obtained by another contractor. The successful contractor will be required to review this DNO approval and determine if it is transferable.
If not, the successful contractor will be required to submit a new application and obtain approval.
The PV array is expected to fall within the limits of "Permitted Development". The contractor shall ensure that this is the case and obtain any necessary approvals as appropriate
