Description

The Authority is considering placing a contract for the design, supply and support of a mobile, rugged Command, Control, Communications, Computing and Information System (C4IS) that will provide and enhance a user's situational awareness during Mobility Operations. The system will be required to interface with a government furnished Data Entry Device and a variety of in-service communication equipment. Furthermore, the complete integrated system shall be a 'Walk on Fit' capability for ease of mobility and fitting onto in-service vehicles by military personnel.

The Authority will require assistance with the preparation of a safety case including provision of all relevant documentation to certify compliance with applicable regulations and the identification of hazards relevant to the intended environment. A full suite of Army Equipment Support Publications will also be required.

The system will be required to handle SECRET data with full security accreditation. Due to the security classification of this project, the supplier will require Facility Security Clearance by Contract Award.

It is anticipated that once the equipment is in service, it will be supported for an initial period of 2 years, with the potential of additional in-service support until 31st March 2033 (as part of contract options). In addition to this, there is a potential requirement to amend the 'Walk on Fit' to enable full integration onto in-service vehicles (as part of an Ad-Hoc Post Design Services Tasking)

When requesting the PQQ documents please state your organisation's name, address and Point of Contact. Where possible please provide details of a secure email address (ie. Restricted LAN Interconnect (RLI) or equivalent) authorised to receive communications at OFFICIAL SENSITIVE Classification. Where a secure email address is not available Defence Share shall be utilised.

The PQQ Deadlines are: Last day for PQQ request: 1700 on the 14th of February 2023. Final date for PQQ Submission: 1700 on the 24th of February 2023. PQQ's received after the Submission deadline will not be carried forward to the Invitation to Tender (ITT) stage. We will be taking a maximum of four (4) potential Bidders forward to the ITT stage based on the highest scores of the PQQ. Further information for potential Bidders who may be invited to ITT stage can be found on the Marking guidance provided with the PQQ request.

Anticipated ITT dates as follows - Issue ITT 20th April 2023 - Return of ITT submissions 28th June 2023, potentially with a Bidders Conference week commencing 8th May 2023. (Please note these dates maybe subject to change following evaluation of PQQ's).
