Description
The purpose of this notice is to alert interested parties to the intention of the Awarding Authorities ( see Project description below ) to publish a tender for the services identified above.
Full tender information and documentation will be provided via the Bravo eTendering system on the issue of the PQQ ( see indicative timetable in Section 6 ).
Project Description
The following Clinical Commissioning Groups ( East Surrey CCG, Guildford & Waverley CCG, North West Surrey CCG and Surrey Downs CCG - North West Surrey CCG being the lead Commissioner) intend to approach the market to procure an IUC Service incorporating a combined NHS 111 and GP Out-of-Hours service which will provide clinical assessment and face to face treatment.
The Clinical Commissioning Groups identified above will be referred to in this Notice as the Awarding Authority.
The Awarding Authority seeks to award, for registered and resident patients within the commissioning geography, a Supplier Contract for the provision of a fully integrated 24/7 Integrated Urgent Care Service incorporating access via NHS 111 and Online, a Clinical Assessment Service, and a GP Out-of-Hours Treatment Service.
The Invitation to Tender will be open to all suitably qualified providers.
This notice is voluntary and does not mean that the Awarding Authority accepts that the Regulations apply to this intended procurement to any greater extent just by virtue of the publication of the notice or utilisation of a particular procurement process.
Current Service Provision.
The NHS 111 service is currently managed at a regional level, with two local GP Out-of-Hours services which are managed by the nominated Clinical Commissioning Groups. This procurement has arisen as a consequence of the forthcoming expiry of the existing independent contracts coinciding with the latest NHSE guidance.
The NHS 111 service in Surrey rates in the top 15% in the country for clinical excellence, so this is an opportunity to make the service even better.
The existing NHS 111 contract covers Kent, Medway, Surrey and Sussex (KMSS) and is due to expire on 31st March 2019.
GP Out-of-Hours service provision is currently provided by two separate contracts, one that covers Guildford and Waverley, North West Surrey and Surrey Downs CCG areas and a second that covers the East Surrey CCG area and Sussex. Both GP Out-of-Hours contracts are also due to expire on 31st March 2019.

Envisaged Tender Process
Please note that the attached document "Envisaged Tender Process and Additional Information for Potential Providers " sets out in more detail the proposed methodology, and provides information on steps which any potential provider can take in advance of the tender publication, including the mandatory registration on the Bravo eTendering system.
The proposed indicative timetable is as follows :
• 5th February 2018: release of PQQ
• 6th March 2018 12:00 noon: closing date for PQQ submissions
• 29th March 2018: all bidders notified of PQQ outcome
• 4th April 2018: Issue ITT to qualified Bidders
• 18th May 2018 12: noon: closing date for ITT submissions
• June 2018: Presentation/clarification meetings (date to be confirmed)
• July 2018: Governing Body ratifications of Recommended Provider
• July/August 2018: notification of contract award and begin of standstill period.
• August 2018: contract signature followed by mobilisation
• 1 April 2019: service commencement
