Description

Kent Police wish to procure a digital asset management system to store digital assets from a number of sources, including (without limitation): CCTV, body-worn video, smartphones, dash cameras, digital interviews, photographs, phone calls, crime scene material, Serious Collision Investigation Unit material, annotated maps, and documents.

The system must interface with a number of other pieces of police software, such as Athena and Niche.

The system must have analytic capabilities to identify digital assets that may be related and identify individuals and objects in images.

The system must be capable of sharing digital assets securely with third parties such as CPS, Border Force, IPCC, other police forces, local authorities and HMIC.

Kent Police wish to identify a single preferred supplier to enter into a contract for the development of a proof-of-concept system, and the same supplier to enter into a framework agreement, under which call-off contracts may be let for the provision of a full system to Kent Police and any other national police force that wishes to call off.

The purpose of this procurement is identify a single supplier to award both a proof of concept contract to develop a digital asset management system for the Police and Crime Commissioner for Kent, and a framework agreement with a term four years. The call-off contracts under the framework agreement shall be based on the Crown Commercial Service model services contract and will be for up to five years' duration, made up of an initial term of three years plus the ability to extend by one or more periods up to a further aggregate of two years.
The police forces permitted to let call-off contracts from the framework agreement are set out at
https://www.police.uk/forces/ and are at the date of publication consist of 48 forces.

The estimated maximum value of this procurement has been calculated as follows:
£1,500,000 for the proof of concept contract to be entered into between the supplier and the Police and Crime Commissioner for Kent.
£500,000 for the first call-off contract from the framework awarded by the Police and Crime Commissioner for Kent.
£1,000,000 for each subsequent call-off contract awarded by the police forces listed above (up to 47 call-off contracts, not including the call-off contract let by the Police and Crime Commissioner for Kent).

The framework agreement could therefore potentially reach a value of approximately £49,000,000, depending on the number of call-off contracts awarded. However, bidders should note that there is no guarantee that any call-off contracts will be awarded and/or orders placed by the Authority or the Related Authorities under the framework agreement.
