Description

Hull City Council is inviting interested providers to submit a tender to deliver a Community Based Counselling Service for Young People (10 - 19). As part of Hull City Council's commitment to improving the Emotional Health and Wellbeing of Children and Young People in Hull we are looking to establish a contract for the delivery of a Young People's Community Based Counselling Service for 10-19 year olds. The aim of this service is to develop and deliver an accessible counselling provision via a hub and spoke model with children and young people able to access counselling both in a city centre location and in their own communities e.g. in school, youth centres and other appropriate young people friendly venues. The service will: Improve access to therapeutic counselling for young people aged 10-19 living and/or studying in Hull, on a range of issues which impact on young people's lives including those issues identified in the recent Young People's Emotional Health Consultation Intervene early to prevent the decline in emotional health, the escalation of mental health issues and reduce the need for specialist services. Provide evidence based therapeutic interventions to assist children and young people to address emotional issues which negatively impact on their lives and improve young people's resilience to cope with these issues. Support children and young people to focus on their concerns and developmental issues whilst at the same time exploring significant problems, making choices, coping with crisis, working through feelings of conflict and improving relationships with others. Support children and young people to develop coping strategies for dealing with life events which impact on their emotional health and prevent the need for crisis intervention Demonstrate that the views of children and families are actively sought and used in the planning, delivery and review of services to ensure continuous improvement. The service will be delivered on a face to face basis and will be free of charge at the point of delivery. The anticipated value of the Services is a maximum of £80,000 per annum. The Authority proposes to enter into one Contract for a period of two years with the successful Tenderer (Service Provider), with an option to extend for a period or periods of up to a maximum of 12 months. Such extension will be at the discretion of the Council and subject to satisfactory performance. The anticipated service commencement date is 2 September 2015. To ensure consistency of delivery and value for money this service is being procured as one lot.
