Description
Sellafield Ltd has a requirement for a suitably experienced and qualified service provider to supply Operation, Maintenance and Management (OM&M) for its existing Combined Heat and Power Plant (CHPP) at the Fellside site, as existing contractual arrangements are drawing to a close over the next few years. The Fellside site is located adjacent to the Sellafield Ltd nuclear site in West Cumbria, North West England.
Sellafield Ltd are currently reviewing a number of options for competing the OM&M requirements post 2024, these options have been detailed within the Technical Dialogue Briefing Paper which accompanies this Prior Information Notice (PIN). The Technical Dialogue Briefing Paper offers an indicative view of how Sellafield may procure the OM&M for the Fellside site. Clearly, this may change as a result of the proposed supplier engagement (detailed in the attached Technical Dialogue Briefing Paper) as well as a result of the required exercise of securing both internal and external governance prior to the issue of a Contract Notice.
Details surrounding the Fellside site have been detailed within the Technical Dialogue Briefing Paper which accompanies this PIN. All documentation can be located within Sellafield's Complete Tender Management (CTM) System, see section 1.3 'Communication' of this PIN for a signpost to the CTM System. It is thought the overall spend of the future contract will be circa £80-100 Million.
Sellafield are keen to engage with suppliers with experience of similar operations who can provide guidance and insight into the optimum operational and contracting strategies that Sellafield Ltd should be considering in the satisfaction of this requirement.
Organisations which are interested in participating in this Technical Dialogue exercise are requested to register their interest via Sellafield Ltd's CTM System, against Ref ID Number 12519, where a copy of the Technical Dialogue Briefing Paper is available to download. This Paper Briefing Paper provides the background to the Project, the proposed approach to Technical Dialogue and the particular 'Supplier Dialogue Lines of Enquiry' Questionnaire that SL anticipate discussing with the market.
Interested organisations are:
(i) requested to review the accompanying Technical Dialogue Briefing Paper;
(ii) invited to submit written a response to Sellafield Ltd, via its CTM system, responding to section 6 of the Technical Dialogue Briefing Paper titled 'Supplier Dialogue Lines of Enquiry', and;
(iii) invited to attend Sellafield's virtual market engagement session which is being hosted by the The Energy Industries Council (EIC) on 1st September 2021.
Responses to the 'Supplier Dialogue Lines of Enquiry' are to be submitted via Sellafield's CTM System no later than 17th September 2021.
