Description

In November 2018, DFID announced a new programme of up to £35 million to support global efforts to end FGM. This will build on the foundations of DFID's first phase of investment in ending FGM (2013 - 2019). DFID has a vision of a world free from the practice of FGM by 2030, in line with the Sustainable Development Goals. This programme will contribute to global efforts to achieve that vision through:

i. Supporting and building the capacity of the Africa-led movement to end FGM at multiple levels and at scale (Lot 1), through:
• The delivery of targeted interventions at community level, which will include a comprehensive, structured package of support to a set of communities to end the practice
• The establishment of a small-grants mechanism to build the capacity and ability of grassroots women's and youth-led organisations and activists to lead change and hold governments to account in their own countries
• Testing and developing best practice guidance on how to integrate ending FGM interventions into existing development programmes with significant grassroots reach, helping to reinforce ending FGM efforts at scale
• The strategic use of media and campaigns to amplify and diffuse the process of change
• Enhanced global advocacy to encourage more actors at different levels to help end FGM and increase the pace of change
• Real-time monitoring and evaluation which allows the programme to respond quickly to learning as it progresses

ii. Getting laws, policies and systems at multiple levels to work effectively to end FGM, (directly via UNICEF/UNFPA and WHO) by:
• Helping to get laws and policies in place and implemented where they are still needed, with reference to international law and agreements
• Supporting key sectors and government ministries (such as health, education and security and justice) to work effectively to end FGM

iii. Fixing some of the global data challenges that are holding progress back (Lot 2), through:
• In-depth analysis of existing data so global programming is strategic, evidence-based and has greatest possible impact
• Improving ways to measure change in social attitudes and progress towards behaviour change, so we know in much quicker time which interventions are working
