Description

NHS Arden & Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS Coventry & Rugby CCG and NHS Warwickshire North CCG will shortly be publishing a tender opportunity for the provision of primary medical care services, contracted through a number of Alternative Provider Medical Services contracts for the GP Practices listed below. This PIN is to notify and invite potential providers of two market engagement events which will inform and shape the forthcoming procurement exercise.

• The Chaucer Surgery, Attleborough, Nuneaton - patient list size = 2,885
• Satis House Medical Practice, Water Orton - patient list size = 3,572

NHS England has delegated its commissioning authority to NHS Coventry & Rugby CCG and NHS Warwickshire North CCG, and as a result under delegated functions NHS Coventry & Rugby CCG and NHS Warwickshire North CCG will act on behalf of NHS England & NHS Improvement - Midlands

The Commissioners are looking to re-procure primary medical care services that are currently delivered through time limited APMS contracts which will expire on the 31st March 2020.

The provision of the services will enable the Commissioners to maintain access to good quality primary medical care for their populations. Improving patient outcomes are focal points of the procurement of healthcare services within NHS Coventry & Rugby CCG & NHS Warwickshire North CCG. In line with the national strategy, the Commissioners intend to work with primary care providers to mobilise a new model of pro-active preventative care, develop an urgent care offer that provides a coherent, streamlined locally accessible and convenient alternative to accident and emergency services for patients that do not require hospital care and to equip the workforce to deliver excellent patient centred care, whilst recognising the geographical spread of the contracts and the emerging importance of Primary Care Networks. The Commissioners are looking to appoint Providers that wish to engage fully in this agenda.

The lotting strategy is yet to be devised. This will be formed following engagement with potential providers, although it is intended that bids for a single contract will be permissible and that there will be the opportunity to submit bids as a single provider as well as collaborative bids with other providers. The list sizes of the contracts that the Commissioners are looking to procure range from circa 3,000 to 5,500.

The contracts are due to commence on 1st April 2020. The length and value of the contracts will be discussed with Providers at the market engagement event.

The Commissioners are inviting potential providers to attend a market engagement event. To encourage engagement and attendance the Commissioners will be holding two events to be held in Coventry on 30 July 2019 and Warwickshire North area (Nuneaton) on 31 July 2019, venues are yet to be confirmed. Registration for the event will begin at 11.00am, with the actual event starting promptly at 11.30am.

The Market Engagement event will give potential providers an overview of Services requirements and the opportunity to discuss the contract type and length, the procurement process and anticipated timelines.

At these market engagement events, the Commissioner will be giving potential providers the opportunity for one to one discussions with the Commissioning Team. The objective of the one to one sessions is to gather information that will be useful to inform the procurement process to help the Commissioner to design the services; to understand any provider issues and concerns, and any issues that would stop a potential provider from tendering for the opportunity.

The appointments will last no more than 20 mins per provider.
