Description
The British Red Cross Society "Red Cross" is a humanitarian organisation that refuses to ignore people in crisis, whoever and wherever they are. We enable vulnerable people at home and overseas to prepare for and respond to emergencies in their own communities and when the crisis is over, we help people recover and move on with their lives.
Red Cross wishes to establish a Framework Agreement for the provision of Interpretation and Translation Services with a number of suitably qualified and experienced suppliers who shall support various requirements.
Red Cross' current requirements include, but are not limited to:
- Spoken face-to-face interpretation for a variety of languages and dialects;
- Telephone interpretation for a variety of languages and dialects;
- Non-spoken face-to-face interpretation;
- Translation services for a variety of languages and dialects; and
- Transcription and ancillary services.
It is anticipated that this Framework Agreement will be awarded for the duration of 24 months.
This a collaborative procurement exercise between the Red Cross' Refugee Support, Restoring Family Links department, the Diversity team, the Quality Team and the Corporate Procurement Team following consultation with key internal stakeholders.
A summary of the key parties that are leading on this procurement projects, are detailed below:
- The Refugee Support team supports refugees in a variety of ways such as offering emergency food and clothes to those faci...or 2017 for translation and language services is projected to be over GBP390k. However, as this is a Framework Agreement, no minimum guarantee of business or commitment of spend has been set. Demand and spend may also be affected by potential changes to the law and government policies which could affect the need for Red Cross to provide further or supplementary interpretation and translation services.
This shall be a multi-lot Framework Agreement, which shall consist of the following Lots:
- Lot 1 - The Provision of Telephone Interpreting and Video Language Services;
- Lot 2 - The Provision of Non-Spoken Face-to-Face and Video Language Services;
- Lot 3 - The Provision of Spoken Face-to-Face Interpretation Services;
- Lot 4 - The Provision of Written Translation;
- Lot 5 - The Provision of Transcription and Ancillary Services; and
- Lot 6 - The Provision of Language Services (including all requirements detailed within Lot 1-5).
It is anticipated that between one to three Supplier(s) shall be appointed onto each Lot, subject to quality of submissions and competitiveness of pricing.
This Invitation to Tender will be evaluated in a two stage process where Tenderers who meet the minimum Framework Agreement Selection Criteria will then proceed to the Framework Agreement Award Criteria. These shortlisted Tenderers will then be evaluated on the basis of Most Economically Advantageous Tenderer (MEAT) with submissions assessed against Price: Quality ratio of 60:40.
