Description

We want to gauge industry appetite for development and delivery of training for governors and trustees. We are proposing to procure services via several lots. The permutation and number of lots is yet to be finalised. We hope the feedback from this exercise will inform that decision-making.
The estimated total value of funding available to contractors is up to £1m in 2019-2020 and up to £1m in 2020-2021 subject to possible contract extensions and the availability of funding.
We anticipate that any new programme will commence in September 2019, with formal tendering for providers taking place early 2019.
The objectives of the programme are:
1. To provide governance training that is specifically targeted at those schools/trusts most in need, including maintained schools converting to academies, growing MATs, and schools/trusts identified as at risk of underperforming.
2. To extend the reach to give access to training for a greater number of governors, by providing lower cost-per-individual options, targeting specific subject areas in more concentrated episodes.
The procurement will be run via the DfE e-Tendering portal and notification of the access to the ITT will be made via Contracts Finder.

We propose to split the procurement across 6 LOTS.
Lot 1 Financial accountability training, including:
• Curriculum led financial planning
• How to read financial accounts
• Managing financial risk; budget setting and spending decision (particularly re-staffing)
Lot 2 Change Management training (with particular focus on schools converting to academies):
• Legal:
o Compliance with AFH, requirements of companies law, FAs, charities law and duties of charitable trustees, changes to OFSTED framework
o Schemes of delegation and ensuring they are put in to practice
o Separations of functions and property
• Governance issues including maintained schools pre-conversion to academies - focusing on the need to shift the behaviour of a governing board as it changes to academy status
• Managing due diligence processes
• Appropriate governance structures for trust size/geography/growth plans.
• Governance composition - difference re maintained schools and academy trusts and how needs to differ as an academy trust grows.
Lot 3 Skills/People Management training, including:
• Chairing skills
• Effective challenge of heads and SLTs
• Performance managing head and SLTs
• Effective self-assessment of governance
• Academy members; how to hold effective general meetings
Lot 4 Data & Reporting training, including:
• Data (including use of pupil premium, ASP system), how and when governors should use it
• Effective reporting
• Using data effectively to challenge school leadership
Lot 5 Best Practice training, including:
• Carrying out risk assessments
• How to communicate with the community
• Managing inspections
• What do we mean by accountability?
Lot 6 Roles, training including:
• Governor's roles in safeguarding
• Governor's role in reducing teacher's workload
• Roles of CEO, Chairs, members, trustees and Local Governing Bodies

This event will allow DfE and interested parties to discuss the requirements of the services. There will be a slide show discussing the proposals, and opportunities to ask questions.
There is a maximum of 2 delegates per supplier.
Please note; we are not planning any other supplier days for this tender, however if registered interested is high then we may consider an additional session or follow up session via Skype.
