Description
Policy Background and Aims of Boiler Plus project
The Boiler Plus project is looking at ways of reducing emissions from domestic gas central heating systems. We are exploring policy options for revising Building Regulations to update minimum standards on the energy efficiency of boilers and heating controls. For example, when a household replaces their old boiler, there may be a requirement for all new boilers installed to meet a set energy efficiency standard, and for the heating system to include a minimum package of controls (e.g. a central programmer, room thermostat and Thermostatic Radiator Valves (TRVs)).
A wide range of different boiler technologies and heating controls are available on the market. The minimum standards that would be required by the new regulation have yet to be determined. In addition, the point of boiler replacement offers an opportunity for households to be provided with information and advice on ways in which they could improve the energy efficiency of their home. For example, through suppliers providing advice on replacement radiators or home insulation. We wish to explore what types of additional advice may be beneficial among different groups of households.
Aims of Consumer Panel research
The aims of this research project are to:
• Test acceptability and response to policy options. For example, how much consumers may be willing to pay for a more efficient boiler.
• Fill specific knowledge gaps in consumer attitudes and behaviours around the various in-scope technologies. For example, what types of heating control functions will enable different types of households to better manage their heating?
• Identify how best to design the requirement so that it meets the right balance of ambition and acceptability for those who will be most directly affected.
