Description
The main purpose of the procurement is to deliver a solution which provides uniform clothing (including footwear and accessories) to the Contracting Authority's primary customer, Her Majesty's Prison and Probation Service (HMPPS). The contract is anticipated to be used by other agencies of MoJ and other public sector bodies who may have variations in requirements. The service covers all Public Sector Prisons and is optional for use by Privately Managed Prisons.
The current solution is delivered through a hybrid of internally delivered services and a third party contract which covers production and delivery of goods to the U.K. As part of pre-procurement activity the Authority is exploring several options for how the next generation service can be delivered which, potentially, includes a managed service model.
The goods, for HMPPS, are anticipated to range from standard issue uniform through to specialised uniform (e.g. non-standard/bespoke clothing, customisation (badging) and maternity wear). HMPPS has an estimated 23,865 (03/2017) with positions to backfill and a target of an additional 2,500 officers by the end of 2018.
HMPPS & MOJ control policy and influence the product design features as well as having oversight of the supply chain, ensuring ethical and sustainability standards are met.
The goods range include (but are not limited to) the following high volume items: Trousers , Cargo Trouser, Shirts (long/short sleeve), Polos, Jackets, Fleeces, Footwear (Shoes & Boots to SRC rating) and accessories. The supply of uniform covers new starters and an uniform refresh entitlement.
The solution will include the supplier services for product design & development, production and shipping to HMPPS and any other customers of the contract however the Authority other services and responsibilities could include: primary responsibility for supply chain management, demand management & forecasting, warehousing/fleet & logistics and a returns/recycling and disposal services.

Suppliers should access the Uniform Service "PQQ folder" in the "Opportunities" section on the MOJ e-procurement system (Bravo) which includes a supplier information pack on the procurement including the market engagement approach. The project will, throughout the engagement process up to the formal procurement commencing, publish materials, FAQs and other information to maintain transparency in engaging with the market.
In order to support the project we are holding a supplier day event. This will be an opportunity for us to:
provide more detail on the project and our requirements;
openly answer questions (creating a common understanding of the project);
create networking opportunities for suppliers;
The event will be held at The National Archives, Kew, Richmond, TW9 4DU from 11am - 2pm (latest finish) on the 24th October 2017 (the nearest station is Kew Gardens (overground))

The closing date registering to attend this event is 17/10/2017. This is subject to:
a) A maximum of 2 attendees per supplier
b) Should the venue reach capacity we may either: allow only 1 attendee per supplier or reject applications after the limit has been reached
