Description

WSCC are looking to develop a tender for Demand Side Response Services for their assets, this opportunity will be coming to the market around October 2022. WSCC are currently assessing the market to determine the best route to market for our current assets and in-flight projects. WSCC currently has 4MW of battery storage co-located with solar at Westhampnett Solar Farm, the Council also has approval for two further projects for a 24MW battery storage system at Halewick Lane in Sompting and a programme of work for up to 84 behind the meter systems.

Therefore we would be grateful if you would please respond to the below soft market testing questions, via email to rachel.ayres@westsussex.gov.uk , by 5pm on 02/9/22.

1. Would your company be interested in bidding for:
a. Grid connected battery storage of 4MW at Westhampnett (currently operational, co-located with solar)
b. Grid connected battery storage at Halewick Lane up to 24MW (in development, installed across 3 x 6 months installation phases commencing in late Spring 2023)
c. Behind the Meter' (BTM) battery storage opportunity following feasibility studies (subject to detailed site surveys, not yet commissioned):
• BTM battery storage to be co-located with roof top solar PV systems at 84 sites: including corporate sites (libraries, fire stations, adults & children centres) and schools.
• Total battery storage capacity c.1.1MW.
• The range of battery storage system sizes are between 1kW and 60kW (average 17kW).
d. A combination of the above under one contract

2. Does your company have experience of delivering DSR Services for grid scale batteries to the scale specified above?
3. Does your company have experience of delivering DSR Services for behind the meter batteries to the scale specified above?
4. Would your company be prepared to novate Capacity Market (CM) commitments secured by the previous DSR provider for future delivery years (in T-4 auctions)?
5. What Terms and Conditions would you expect to impose on top of the set Laser Framework contract terms (if any)? Do you see these as negotiable?
6. What Terms and Conditions would you require under an open procurement?
7. What length of contract would you expect for these services?
8. Does your company (currently or intend to) bid into both National Grid market opportunities as well as DNO market services e.g., PICLO?
9. Does your company (currently or intend to) have a strategy for managing virtual power plants/could our assets make up part of a portfolio for a virtual power plant?
10. Has your company got experience operating assets on co-located sites e.g. ground mount solar co-located with battery storage
11. What other Frameworks(excluding Laser) and DPS's is your company listed on for DSR Services?
12. What Social Value commitments do you see yourself being able to deliver under a DSR contract?
