Description

Transport for London ("TfL") on behalf of the Greater London Authority ("GLA") have issued a Prior Information Notice (PIN) to inform the market of an upcoming opportunity.

The Greater London Authority (GLA), on behalf of the London Economic Action Partnership (LEAP), is seeking to appoint an organisation to develop and deliver a European Regional Development Fund (ERDF) business support programme focused around Street Markets and appoint a Service Provider to support an initiative named Tomorrow's Market.

Tomorrow's Market recognises the full value of these London assets, and pledges to work with the sector to address key challenges faced by markets in the capital - one of which is an aging workforce, another of which is the profile and offer of publicly run street markets, and growing demand for traders in privately operated markets

Markets are the original business incubators. As accessible open workspaces they offer unique, low-risk opportunities to test business ideas and learn new skills. For many individuals they provide the initial step into employment, and open up routes to different types of work. Tomorrow's Market aims to support new businesses and traders within the sector, to enable on-the-job learning, and networking. It will do this by recruiting traders, matching them with host markets, and providing a cohesive programme of business support, mentoring, and networking.

The project will work with market traders and support them to scale up their business. The project is underpinned by a principle to help businesses overcome barriers by providing targeted business support, advice, business development planning and mentoring which will enable traders to develop and expand their businesses and grow and thrive.
This will be a two year programme, contract commencing January 2020. The aims of the programme will:

1. Recruit and Support:
• Support a new generation of start-up businesses/traders through targeted business support and mentoring

2. Match-make and Network:
• Seek innovators in the public markets sector to host traders.
• Create a support network from within existing markets sector groups for both Tomorrow's Market traders and host markets.

3. Build capacity and innovative management models:
• Collaborate and explore opportunities to address key challenges facing public markets and street trading.

4. Explore options for the legacy of this programme as a standalone entity.
• Carry out a project evaluation and outline a business case which enables a legacy for Tomorrow's Market as a standalone entity.

Its purpose is to allow interested parties with appropriate experience to express their interest in the GLA project programme - Tomorrow's Market.

Any future procurement of services by GLA would be carried out strictly in accordance with the provisions of the applicable Public Contracts Regulations 2016.
