Description of Requirement:
Innovate UK is a delivery partner of the Newton Fund (www.newtonfund.ac.uk).
Managed by the Department for Business, Energy and Industrial Strategy, the Newton Fund is part of the UK government's Official Development Assistance (ODA). The Fund has been established to develop long term sustainable growth through strengthening science and innovation partnerships between the UK and 17 emerging economies.
By working together on joint programmes with a research and innovation focus, the UK will deliver development objectives and at the same time build strong, sustainable, systemic relationships with partner countries that also bring benefits back to the UK.
Innovate UK is working with partner countries to strengthen their innovation ecosystems. In particular, they are working to strengthen the capacity and capability of the various stakeholders responsible for delivering business-led innovation and for the translation of research into commercial products, processes and services.
This procurement is to identify a Supplier who can scope and design a professional development programme for innovation policymakers (government officials, possibly including those at State level and those from Government Agencies) across the 7 Newton Fund countries of Brazil, India, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam. We are calling this the Future Leaders in Innovation Policy programme (FLIP).
A scoping and design report is required so that the content and format of the FLIP programme can be tailored to meet the professional development needs expressed by innovation officials at the target grades, with input from their leadership in each country; and to ensure that there is adequate engagement of programme participants before the programme starts, for its smooth execution and delivery.
Following submission of the report to Innovate UK, a decision on whether to proceed with the programme will be made. The delivery of the programme does not form part of this procurement.
The contract for the scope and delivery phase is anticipated to run for 4-months to the end of March 2020. The budgeted spend for this phase is up to £125,000 excluding VAT. Subject to the success of this phase, there is a further budget available for a separate procurement for the delivery of the FLIP programme, which is c£1.6M excluding VAT.
