Description

NHS England South East (NHSE SE) seeks bids from providers who have the capability and capacity to undertake a comprehensive review and evaluation of its two vanguard sites in the South East (SE) region.

Context
The NHS Long Term Plan (LTP) makes a commitment to invest in additional support for the most vulnerable children and young people (CYP) who have complex needs and can be described as presenting with high risk, high harm behaviours and high vulnerability. The Framework for Integrated Care (FfIC) is the NHSE response to this commitment. The Framework provides a set of guiding principles and practices (based on trauma informed theory and practice) that promote genuine collaboration and co-production between existing services. The aim is to create an integrated system that intervenes earlier in the child's pathway, to successfully support them to ensure their needs are met, thus preventing them from entering the secure estate and enabling them to thrive.

A combination of national and regional funding has enabled the SE Health and Justice Commissioning Team to establish two vanguard sites in the SE region. This has allowed the SE to significantly progress implementation of the FfIC and there is now an excellent opportunity to deliver learning regarding effective system and service model design that will inform future investment decisions for the benefit of vulnerable children and young people with complex needs.

To do this, an independent and comprehensive review and evaluation of both approaches to implementation is required. As this is a pilot programme, learning from all phases of mobilisation and delivery will be valuable. Therefore, it is envisaged that this would be a rolling evaluation with evaluators working with providers throughout the duration of the initial SE vanguard programme (Winter 2022 to Summer 2025).
The contract will be for a duration of up to 2 years and 8 months (32 months), to commence from point of award.
This is the maximum contract duration based on an anticipated contract start date of 03 January 2023, and a contract end date in line with the deadline to submit the final report, which is, 31 August 2025. The total budget available to undertake the review and evaluation is £100,000.
