Description

NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of NHS Southern Derbyshire Clinical Commissioning Group (SDCCG) are inviting expressions of interest from suitably qualified providers to deliver a Direct Access Adult Phlebotomy Service for GP-requested phlebotomy for patients registered within Southern Derbyshire Clinical Commissioning Group.

Although this service is advertised as an Adult Phlebotomy Service, young adults over the age of 13 may attend the service if providers deem the patient to meet the requirements as set out under the 'Gillick competence' principles. LOT 3 also includes a small facility for children aged 24 months -12 years. (See information below)

The current provision of service is delivered by 3 individual Lots which include:-
• LOT 1 - Community Settings
• LOT 2 - Central Derby City Location
• LOT 3 - Afternoon/Evenings and Weekend Provision plus Children's Appointment Service

Patients will access the phlebotomy service via a Primary Care Health Professional completing the appropriate request form and the service will be provided by a trained phlebotomist. Please note this service is for venepuncture only.

The key aims and objectives identified by the Commissioners will include;
• To work in partnership with the organisation who provides courier and pathology services for phlebotomy.
• To ensure appropriate resources are available in the community to undertake Phlebotomy.
• Secure Phlebotomy services closer to home
• Improve access and choice for individuals
• Improve equitable access to phlebotomy services across Southern Derbyshire
• Provide a cost effective service
• Reduce duplication of tests e.g. due to spoilt tests
• Improve patient experience
• Minimise contracting arrangements
• Minimise patient waiting time
• Reduce patient travel time
• Reduce anxiety to patients
• Improve access to phlebotomy to patients attending outpatients
• Enable staff to spend more time with patients
• Reduce stress levels to staff, enhancing the service to patients
• Appropriate communications of service availability to services users

The aim of the expression of interest exercise is to:
1. Support the CCGs informed decision making on the potential options on the future re-commissioning of these services.
2. To help refine the commissioning and procurement approach and;
3. To gauge the level of interest from the market in delivering the 3 services. This is a market testing exercise and does not commit the CCG to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.

Bidders who have expressed an interest in this market testing exercise will have the opportunity to submit a separate response to the Contract Notice as applicable.
