Description
Public Health England (PHE) is an executive agency of the Department of Health and Social Care. PHE was established on 1 April 2013 to bring together public health specialists from more than 70 organisations into a single public health service. The organisation has the remit to protect and improve the nation's health and well-being, and to reduce health inequalities for which the National Infection Service Laboratories carry out a wide range of investigations and research.
As a part of a planned sourcing activity and commitment to explore different provisions of supplying and sending out collection kits for diagnostic testing, PHE intends to run competitive procurement.
Keeping the above-mentioned process in mind, PHE invites suppliers to register their Expression of Interest (EOI) to participate in the tender exercise.
The supplier expressing interest must comply with the below mentioned specification. They must also provide the details of their offer and the lead time for its delivery. The service may be requested for an initial validation/ testing.
Further details on the tender process will be released post receiving EOI and the supplier clearing validation stage.

Packaging and sending specification:
1. The packaging must be to UN3373 standard and differing sizes must be available to hold a variety of differing sizes of primary container
2. There must also be a tough plastic envelope style outer with the package. The envelope should have the ability to have a pre-printed address label attached
3. The supplier will need to hold all the containers on their own site
4. Collecting devices, such as swabs and Virus Transport Medium will be supplied by Public Health England but will need to be warehoused with the successful company
5. a 24/7 helpline will be required
6. Instructions on what components are required in a kit will be sent from Public Health England. A managed email account will be expected
7. A same day courier system to take kits from supplier to addresses around the UK will be required. Addresses to be supplied by Public Health England
8. A same day courier system to collect used kits from addresses around the UK to Public Health England National Infection Service Laboratories will be required
