Description

Southend on Sea City Council is contracting for the provision of supported accommodation for young people aged 16-17 years and 18+. Supported accommodation provides high quality accommodation and support for young people to develop their independence and prepare for adult life while keeping them safe in a homely and nurturing environment.
To deliver best outcomes for young people who need accommodation and support, we will establish a framework that encompasses five lots which comprise a variety of accommodation and support. Each individual placement will be secured under the terms of this framework agreement following a call off process between successful providers within the applicable lot.
This service is for:
• Young people aged 16 and 17 years, who are the responsibility of the Council, who are considered to be Looked After or Care Leavers and deemed Eligible, Relevant, or Qualifying as determined by the Care Planning, Placement and Case Review, Regulations and Guidance 2010 (revised 2015) and the Planning Transition to Adulthood for Care Leavers, Regulations and Guidance 2010 (revised 2015), who are in need of accommodation and support.
• Young people aged 16 and 17 at risk of homelessness/homeless who are not Looked After but are considered a Child in Need under the Children's Act 1989
• Other young people aged 16 and 17 who are not Looked After or a Child in Need but are homeless and require age-appropriate provision.
• Young people aged 18-25 with no recourse to public funds (NRPF) where the Council has a duty to provide them with accommodation
Former relevant care leavers over the age of 18-25 who continue to meet the threshold for high support needs identified by a social worker assessment of need and confirmed by Council's panels, but are not eligible for support from adult social care
Service specific outcomes:
• Developing the independent living skills of young people
• Improving the lives of young people
• Improving the physical, emotional and mental health of young people

Providers are required to stipulate at the time of tendering which lot(s) they will be able to offer in line with their Statement of Purpose. The requirements for each lot are set out below.
1 Multi-occupancy accommodation for 16-17 year olds with support on site, 24 hours per day, 7 days per week, including 5 hours 1:1 support per person per week.
2 Multi-occupancy accommodation for 16-17 year old Unaccompanied Asylum-Seeking Children with support on site, 24 hours per day, 7 days per week including 5 hours 1:1 support per person per week.
3 Solo placement accommodation for 16-17 year olds with support on site 24 hours a day, 7 days a week for young people with high needs/ challenging behaviours e.g. gang involvement, child sexual exploitation behaviours, mental health issues, etc.
4 Multi-occupancy accommodation for young people 18 - 25 with No Recourse to Public Funds (NRPF).
