Description

Framework Objectives

The University of Sunderland Estates and Facilities wish to develop Framework Agreements for the procurement of the stated services to meet the following key objectives:-

i) To stimulate and encourage the development and sharing of good practices between appointed contractor, framework consultants and the Estates and Facilities team, integrating outputs into all areas of activity.
ii) To demonstrate improvements in service quality delivered to key identified stakeholder groups.
iii) To promote shared understanding and values integrating key University activities to deliver the stated objectives.
iv) To demonstrate increased value from the procurement of campus development projects and programmes.

Measurable improvements in the delivery of construction projects will be a key output in defining the success of the framework agreements and shall include:

i) Reduction in project costs
ii) Reduction in projects risk
iii) Reduction in project delivery programmes
iv) Reduction in building defects and rectification times
v) Improved design solutions for any given project budget
vi) Improved stakeholder experience

Framework Activity

The quality of the University estate and associated facilities are now major contributors to the perception of the University as an excellent higher education provider. The success delivered through the development of its campus environments has made the University one of the lead partners in the regeneration of Sunderland City Centre. This place shaping role has been reinforced by the designation of the City of Sunderland as a 'new kind of University City' under the Economic Masterplan.

The key challenges over the period ahead include:

o To provide efficient high quality learning, teaching, working, living and leisure facilities on the two main campus sites; Sir Tom Cowie Campus and City Campus.
o Partnership opportunities are continuing to be explored throughout the city and wider region with further potential development opportunities envisaged.
o Continued regeneration of the main campus environments.
o Responding to strategic change initiatives to secure a sustainable future for the University.
o Working with civic, regional, national and international partners both in the public and private sectors to innovate and exploit opportunity for mutual long term benefits.

The University non-residential estate comprises 30 buildings with an approximate total gross floor space of 90,000m2 over two main campus sites inclusive of residential accommodation.

A key challenge for the University will be to respond to emerging requirements. The projects must demonstrate from the outset and throughout the design and construction process that the spaces from which we operate have the potential to accommodate future changes.
