This is a framework contract for painting and decorating works split into two lots, based on job value: Lot 1 <£10k; and Lot 2 £10k<. This framework is intended to begin in November 2022.

Lot One - for this Lot, we are seeking suppliers who can carry out work which will mainly consist of external and internal small / low value maintenance type repair works in live buildings (both academic and residential). Successful suppliers must be able to deliver quality workmanship in an efficient manner and with minimal disturbance. The successful suppliers will be able to provide expert advice around appropriate types of paints and preparation, and offer best value for money solutions.

Lot Two - work on this lot will typically be £10K plus in value, with no upper financial ceiling. Projects may well include occasional internal, or undercover decorating works, but it is anticipated that the bulk of the work offered on this Lot will relate to external building elements, typically masonry, rendered panels, various forms of steelwork and other general detail areas of building fabric.
External decorating works at Lancaster University will typically involve working at height as many of our buildings are around four storeys in height. The successful supplier must be therefore be familiar, trained and competent in working with a variety of high level access systems, from traditional scaffolding to mobile access equipment, etc. Lancaster University operates a Permit to Work system for activities involving risk, including working at height. Permits are issued following receipt and approval of supplier's project specific RAMS and certificates.

Based on outlay in previous years and the University's likely requirements in the future, we would approximate spend on Lot 1 to be around £200,000 per annum, and on Lot 2 to be around £500,000 per annum. This spend is not guaranteed however, and it may be that the actual outlay will be more or less.

The framework will be in place for three years, with two additional year long extensions, subject to performance.
