Description

The purpose of this tender is to secure the services of a tenderer to deliver an independent impact evaluation, with an embedded brief process evaluation, of college governance and leadership workforce development programmes delivered by the Education and Training Foundation (ETF) with Department for Education (DfE) grant-funding in 2021-22, building on insights from our evaluation in 2019-20 and 2020-21. The evaluation will assess impact on participants' professional practice, provider performance and learner outcomes (where appropriate), compare the effectiveness of different programmes within three core programme areas (governance, strategic leadership, middle management) in meeting their aims and objectives, recommend improvements to strengthen programme quality and maximise impact, and inform future programme investment and design decisions.
The project will follow good practice in impact measurement and HM Treasury evaluation guidance, analyse programme management information and participant survey data supplied by the ETF, and collect other primary data through interviews, surveys and impact case studies (the latter involving participants from previous programme years where possible).
