Description
The Council requires a supplier for the provision of web platform for dissemination of Adult Social Care Information, Advice and Guidance (IAG) to citizens to help meet its requirements under the Care Act 2014.
The Council current meets this provision through its own website and Birmingham Connect to Support. It is the latter that is being tendered for here, as the current contract comes to an end. The use of the Council's own website for some provision of IAG will continue.
This contract will be for a period of 3 years, commencing 01/04/2021 until 31/03/2024
Birmingham City Council requires a supplier to;
o Provide a web platform that can provide IAG for Adult Social Care on a managed service basis. This needs to encompass three elements, of information and advice pages, groups and activities database and an e-marketplace for goods and services. The information and advice section needs to include an offer around home equipment for adaptions and the emerging field of Technology Enabled Care.
o The website structure should be flexible to adapt to future changing needs in terms of structure and content. Access to alter, update and delete content should be available for BCC staff, but the contractor should also be able to undertake this on BCC's behalf if required.
o The web platform needs the ability to further develop to address new and arising areas of social care IAG as required and linking through to partners' (providers and agencies) offers (e.g. Ask SARA portal). While the e-marketplace requirements does not include payment mechanism, ability to implement a payment solution should be an option.
o The web platform needs to meet WAC2.1 and be open to assessment using accessibility crawling tools. It needs to be able to hold the Birmingham City Council CSS styling and be mobile responsive by design. It should include the ability to utilise Oauth single sign technology.
o The web platform should include reporting capabilities of user number, sessions, page views and time spent on site, user location, site referral method, device access and site usage times. Benchmarking report capabilities against comparable authorities are required, including user number, session, page views and time spend on site fields.
o The groups and activities database needs to be able to be search able by location and by categories. Administration access is required by up to 30 users to maintain this database. Regular extracts of the entire database are required.
