Description

We are seeking a company/consultant to undertake evaluation of the ENRG 2 (Enterprising Neighbourhoods Renewal & Growth), an enterprise and business support project which is a funded programme and is managed & delivered by Goodwin Development Trust and our key partners; Hull Culture & Leisure Limited and Hull City Council.
ENRG2 is the continuation of a project which has been established and running since September 2013 and which is well embedded locally.
As 2017 places Hull as the UK City of Culture and in anticipation of the myriad opportunities for business of all kinds to develop and grow, Creative ENRG has been developed specifically to provide tailored business support for the arts and culture sector across Hull and East Riding with the aim of enabling such businesses to respond to the opportunities offered by Hull City of Culture 2017 and its legacy.
We are seeking a company or consultant to carry out a thorough and rigorous evaluation of the project in several key areas including, but not limited to, those set out within the specification document which can be downloaded from the project web site.
We are seeking an evaluation which provides the partnership with both mid and final evaluations and which will inform future decision making in terms of positioning the project for the medium to long term in both an operational and strategic context. A thorough understanding of the local landscape of enterprise support will be essential to delivering an effective report which positions the project within a local context.
European Regional Development Fund and Arts Council England have funded the evaluation of the project; therefore, the evaluation must be sensitive to the requirements of these funders in relation to this activity.
