Description

ASC100 - PROVISION OF A CARE COST CALCULATOR TOOL

Sandwell MBC's Adult Social Care Directorate are looking to procure, through purchase or subscription, a sector recognised tool to support the Council in its analysis and transparent negotiation of new and existing specialist care placements.

Based on the Care Funding Calculator the tool will provide, by way of a secure online environment, information for the Council to use in consideration of value for money in terms of the commissioning of new and existing residential, nursing and supported living placements and will provide a clear baseline of costs for negotiation between commissioners and providers.

The chosen solution will provide a secure organisational account with multiple user access through a hosted cloud-based service. The solution will already be fully developed and adopted within local authorities of a similar size as Sandwell and will allow full implementation by 28th May 2021.

Prospective providers must be able to refer to a demonstrable track record in development and implementation of their solution in other Local Authority areas where benefits of implementation have been achieved.

Organisations that wish to tender, must be prepared to:
o Provide assurance that data is not transferred, hosted or accessed outside of the EEA and Territories with Adequacy Decisions, for the duration of the service.

o This requirement will be binding on sub-processors under their instruction, and will continue to apply if the contracted processor and/or sub-processor(s) is subject to acquisition or merger.

The costs within all bids submitted should include annual updates to the data behind the cost calculator tool as well as online documentation and online and email support to users.

The total available budget for an initial 2-year period will be ?36,000 and this is to include additional support in the first year to support adoption.

The contract will also include an option of two further periods of 12 months, which will be wholly dependent on available funding and subject to the tool demonstrating sufficient efficiencies and cost avoidance within the first two years of use.
