Description

Warwick District Council is committed to supporting its most vulnerable residents. It offers many practical services to improve their quality of life: an important aspect of this support is a suite of services delivered on a contractual basis.

The services would include:
- advice, support, coaching/training and activities to help individuals improve their engagement with public and VCS services,
- overcoming social isolation,
- improving physical and mental health, building confidence, independence and personal resilience.

The services delivered should be designed to make a measurable difference to the service user's wellbeing. While some service users may only require one-off support, others may benefit from a longer-term package of measures. Although the services should be available to all residents of Warwick District, they should be targeted at residents of the above deprived communities.

It is an essential criteria that services should be delivered out of the existing community hub (The Packmores Community Centre) and that the contractor will be required to provide day to day on-site management of this facility.

The Council is looking to ascertain suitably experienced organisations from the market that would be interested in delivering these services for West Warwick in Warwick district.

The new contract would commence on 1.4.2019 and run till 31.3.2021, with a contract vale of £35,000 for year 1 and £30,000 for year 2. There is also potential for this to be extended for a further 3 years subject to funding and a satisfactory performance in the initial term.

A PIN has been advertised for 35 days, following which, all suppliers who have expressed of interest will be contacted to reaffirm their interest in bidding for the contract. A tender will be issued immediately following the closure of the PIN. The tender will be issued for 30 days for completion and return. As per the requirements of the restricted procedure, we intend to invite a minimum of 5 suppliers through to tender. However, if the number of expressions of interest is less than 5, Warwick District Council reserves the right to invite all suppliers that express interest and meet the minimum requirements advertised. This PIN will also act as a section stage for the restricted process.
