Description

Rushcliffe Borough Council wishes to invite tenders for an enviro-crime enforcement service. Please note that this is a Concessionary Contract and not a paid service. The cost element is the estimated concessionary income for the project across the core contract and any potential extension, as an estimate only.

The service will deliver a cleaner environment with a focus on fly tipping and litter reductions in the borough. A key aspect of the service being ensuring those that commit enviro-crime are brought to account and realise that leaving waste in the open is more likely than not to result in enforcement action and that this is publicised to maximise the impact of the service. The services are required to be performed within the district for environmental offences by identifiable uniformed officer(s) trained to the minimum standards set out in the litter and refuse code of practice.

The aims and objectives and service priorities of this contract are:
• Issue Fixed Penalty Notices when offences are committed.
• Ensure an effective billing and reminder process, with full support should cases require escalation as a result of non-payment.
• Assist in the reduction of offences overall.
• Payment of a percentage to the Council from the Fixed Penalty Notices issued.
