Description

The CEESIM is a bespoke computer controlled radar simulator/signal generator that can produce highly complex radio frequency signals that replicate "real-life" radar systems, for direct injection into aircraft Radar Warning Receiver Systems (RWRs) in a laboratory environment. There are three CEESIMs installed at the AWC required for Electronic Warfare (EW) modelling in support of current operations.

As part of the Ministry of Defence, the Air Platform Systems (APS) Delivery Team (DT) has placed a new Contract (701254414) for the extended warranty/support of the existing Qty 3 Combat Electromagnetic Simulators (CEESIM) at the Air and Space Warfare Centre (ASWC), Royal Air Force (RAF) Waddington until August 2024. The duration of the Contract is 3 years with an optional 1-year extension, which amounts to 4 years in total.
It is considered that this Contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) Direction 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons. The single source model has been identified as the most appropriate commercial model due to NGIT owning the Intellectual Property Rights (IPR) for the equipment and supporting software and are unwilling to share this IPR with any third parties. As the OEM, NGIT is the sole contractor with the capabilities, know-how and expertise to continue to support the equipment.
