Description

Cornwall Council are looking to source equipment for use by its wholly owned company, Cormac Solutions Ltd, that will enable it to accurately place asphalt material on the carriageway and adjacent footpaths in the course of their highways maintenance activities. The device to do this will be mounted to the rear of the vehicle and take asphalt from the vehicle body and be capable of depositing it, in a controlled manner, to each side of the vehicle and to the rear of the vehicle. The operation of the device must be by a hand held radio remote control system. The device must be suitably insulated to ensure the material reaches the road surface at the correct temperature and also to avoid blockages if material is stood within the machine. The device must be capable of being quickly demounted from, and remounted to the asphalt carrying truck body.

The asphalt bodies are to be fully insulated and sheeted and, when fully loaded, be able to be mounted to, and demounted from the carrying vehicle. The bodies must be built to accept the asphalt distributor machine. The loading system for the bodies must also be capable of loading a body on and off the trailer behind.

The trailers must be built to accept the insulated asphalt bodies and will be loaded and unloaded by the towing vehicle's body mounting/de-mounting system. Bodies must be capable of being moved from the trailer, on and off the towing vehicle chassis.

The vehicle itself must be capable of being operated remotely from outside the cab during the spreading operation. Suitable sensors and safety devices must be fitted to ensure it can be operated safely with no danger to operators, workmen or members of the public. Written confirmation from the relevant UK Government body that the vehicle remote operation from outside the cab, whilst spreading asphalt, is compliant with UK legislation and whether the vehicle asphalt spreading system and transport of materials using trailers is subject to Goods Vehicle Operator Licence requirements. Failure to provide this written proof will disqualify the tenderer.
